Sources & method

airmap.my is built on public sources. Here are the main ones — and how we use them.

Approach cite & paraphraseStance fact vs analysis

airmap.my is built on public sources. This page documents the main ones behind the analysis across the site, grouped by type. Where a specific claim depends on a source, the relevant page links it directly; this is the consolidated reference.

Our method is simple: cite primary and credible sources, paraphrase rather than reproduce, distinguish fact from analysis, and record where the public record is silent rather than fill the gap with guesswork.

Primary documents
National AI Roadmap 2021–2025 (AI-Rmap) — MOSTI, 2021 (ISBN 978-967-19025-5-4). The founding document. Official copy at mastic.mosti.gov.my; archived and analysed across this site.
National Guidelines on AI Governance & Ethics (AIGE) — MOSTI, September 2024. The voluntary ethics guidelines built on seven principles.
AI Technology Action Plan 2026–2030 — NAIO / Ministry of Digital. The successor national AI strategy.

Government & institutional

National AI Office (NAIO) — ai.gov.my. Mandate, deliverables and governance FAQs.
Ministry of Digital — digital.gov.my. Establishment, agencies and digital agenda.
OECD.AI Policy Observatory — oecd.ai. Independent record of the AI-Rmap, incl. the ‘proposed’ AI-CIU.
Khazanah Research Institute — krinstitute.org. September 2024 proposal for a central national AI agency.
UNESCO AI Ethics Observatory — unesco.org. Profile of Malaysia’s AI governance and AIGE.

Data & investment

Government AI Readiness Index — Oxford Insights (2023–2025 editions). Malaysia’s readiness scores and global ranking.
Data-centre investment data — Bernama, citing government figures. 143 projects / RM144.4bn / 1,429 jobs, 2021–Jun 2025.
Data-centre market analysis — Knight Frank, Arizton, Mordor Intelligence, DataCenterDynamics, White & Case. Investment totals, the Johor pipeline, hyperscaler commitments and power/cost dynamics.
Hyperscaler announcements — Microsoft, Google, AWS, Oracle, YTL–Nvidia (company statements & reporting). Announced investment commitments.

Reporting

Malaysian & international press — The Edge Malaysia, Malay Mail, Bernama, Reuters, and others. Contemporaneous reporting on NAIO, the Ministry of Digital, the Action Plan and the investment boom.

A note on what we don’t cite

Where this site says “no public data,” it means that, having searched official channels and credible reporting, we could not locate published information against a specific target. That is a statement about the public record, not a claim of failure — and we treat its absence as a finding in its own right.

Sources & method

This list documents the principal sources; individual pages cite the specific sources behind specific claims. airmap.my is an independent research archive, not affiliated with MOSTI, the Ministry of Digital, NAIO, or any Malaysian government agency.
