Public Services

Public services is the roadmap's most measurable sector — and arguably its strongest by delivery. Open data, a government super-app and a national digital ID all shipped, though through institutions the roadmap never named.

Public services was one of two priority areas (with education) where National AI Use Cases were positioned as supporting projects in Malaysia's National AI Roadmap 2021–2025. The roadmap pointed to early federal and state adoption — from the High-Tech Nation Council and MIDA's SME programmes to chatbots deployed on the KWSP and MOSTI portals — and to state-level digital strategies such as Smart Selangor 2025, Penang 2030 and the Sarawak Digital Economy Strategy.

Strategy 1's data-sharing initiative (1.5) was central to public-service AI: it targeted clear cross-government data-classification guidelines, a 100% increase in useful data made available to the public, and a top-40 ranking on the Global Open Data Index.

What actually happened, 2021–2025

Public services is the area where the roadmap's targets are most measurable — and the record is genuinely mixed-to-positive, though delivery moved to new institutions the roadmap never named.

Open data: a real, rebuilt national platform

The roadmap's data-sharing ambition (initiative 1.5) found a concrete home. The Department of Statistics relaunched data.gov.my and OpenDOSM as a modern open-data portal with a public API and a catalogue of public-sector datasets.[1] This is the clearest case of a roadmap aspiration becoming a shipped, citizen-facing product — even if the specific “top-40 Global Open Data Index” target is hard to verify against the index's changing methodology.

Citizen-facing AI: from scattered chatbots to GovTech

The roadmap noted early portal chatbots. What followed was consolidation: in December 2024 the Government approved GovTech Malaysia and launched MyGOV Malaysia, a single digital-government app, with an “Intelligent AI Chatbot” for 24/7 assistance and a planned 2025 expansion to all citizens.[2] Underpinning it, MyDigital ID passed one million users within a year of launch and is being wired into single sign-on across government services.[3] Notably, AI reached the courts: Sabah and Sarawak piloted AI in Court Sentencing (AICOS).[4]

Where it stands now (rev 2026-06)

Coordination has moved decisively to the Ministry of Digital, with the National Digital Department (JDN) and MDEC issuing Public Sector AI Adaptation Guidelines and the National AI Office coordinating across agencies.[5] The trajectory is toward an integrated, single-sign-on digital government rather than the scattered agency chatbots the roadmap described in 2021.

Why this matters — and what to watch

Public services is arguably the roadmap's strongest sector by delivery — but it succeeded precisely because the work was institutionalised under new bodies (GovTech, the Ministry of Digital, JDN) with their own mandates and budgets, rather than left to the roadmap's own coordinating structure. It is the inverse of agriculture: here the state did the building.

For 2026–2030, watch whether MyGOV genuinely consolidates services behind single sign-on rather than adding another app to the pile; whether the AI chatbot delivers measurable reductions in counter workload; and whether open-data publishing keeps pace with the “data-driven nation” rhetoric. Compare against government AI-readiness.
